IT IS ALSO A RARE ISSUE. LADY LIBERTY HAS AN EXPOSED BREAST. AT THE TIME OF ISSUE THERE WAS SUCH AN OUTCRY DUE TO THAT DESIGN - THE DESIGN WAS QUICKLY CHANGED   AND THE QUARTERS WITHDRAWM FROM CIRCULATION -- EXCEPT A FEW!!!!-- CREATING RARITY
in addition, none of them have stars under the eagle on the reverse and these coins were issued prior to the design change that covered Liberty's breast
